This comic is reference to Alabama HB 56 immigration law that force illegal immigrants to withdraw from school. The cartoon illustrates schools put “No Latinos (immigrants)” and drive non-American children away under the new anti-immigrant laws in 2011. And it was much alike with the Whites Only sign in the 60s. The cartoonist mocks the Alabama Government not moving forward to human equality but racism by creating an allusion of the black-discrimination context in the cartoon.
The cartoonist make references to the past event and the place mentioned. Thus, it is necessary to know about Alabama and “Jim Crow”, the word that the bird speaks at the corner in 2011. Alabama is a Southern state of America which characterizes with lots of immigrants. According to 2010 and 2014 Census, there was a net migration of about 105,000 people which account for 46.4% of the total increase in population. And within the 108,000 foreign-born, estimated 22.2% were illegal immigrants. Moreover, over 30% of the total population was not White (i.e. Black, African American, Hispanics or Latino of any race).
Jim Crow is the racial segregation laws implemented in 1876 to 1965. The laws gave the “separate but equal” status for African American and the Blacks. In other words, racial segregation appears in all public facilities in Southern states which created economic, educational and social disadvantages on the people. What the bird said is an irony to satire the government practice at present. Jim Crow was abandoned in achieving equality among races which should be a good thing in the eyes of the general people. However, the bird ironically said “Long live Jim Crow” that support racial segregation behind the laws. As the illustrator points the similarity between the Non-Whites in the 60s and immigrants at present, readers eventually associate Jim Crow laws to immigrants at present. It is ironic where people seem not improving through decades which is the almost identical situation of the two frames.
